Effectively Review Construction Plans

I designed this training to improve the plan reviewer’s efficacy for reviewing infrastructure submittals for Watershed Management Engineering Plan Reviewer Division.​

Project Overview

Project Audience: Six Plan Reviewers ( 3 novice and 3 experience employees)​

Watershed Management Division (a fictitious client for this concept project) noticed that the plan reviewers were inefficiently reviewing construction plans. This led to backlog problems that caused delays in budget approval for the installation of water meters that affected contractors, government entities, community development, and traffic problems.​

After analyzing the performance problem, I confirmed that the plan reviewers were inefficiently validating water infrastructure submittals due to mistakes in reading, understanding, and interpreting construction plans. Therefore, I designed a scenario-based eLearning experience that required the plan reviewers to relearn the basic skills of how to read construction site plans.​

The Goal

My goal was that after proficiently completing The Plan Reviewer Submittal Project, the plan reviewers would be able to improve the efficacy of confirming water infrastructure submittals. They will be able to minimize project backlogs that cause delays in budget approval for the installation of water meters that affect contractors, government entities, community development, and traffic problems.​

The client accepted my proposal, and I went ahead with the project.​


The Process

Story Board

I used the text-based/visual storyboard as a guide to ensure a cohesive story. This project is for lesson one, even though other lessons are incorporated in the storyboard. In this lesson, I set up a scenario with a plan reviewer manager informing the plan reviewers that more training was needed. Also, I spoke with an SME to ensure that the information was proper. I used this scenario because backlogging is a problem that occurs often due to plan reviewers overlooking certain items on the plans or just feeling overwhelmed by the number of projects. I used a plan reviewer mentor to explain the basic definitions of each construction plan terminology.​
